Board of Trade, March 30, 1905.

I AM directed by the Board of Trade to refer to your letter of the 17th instant, transmitting a copy of a telegram from His Majesty's Minister at Peking relative to the amended Regulations drafted by this Board for the registration of trade-marks in China; and, in reply, to state, for the information of the Secretary of State for Foreign Affairs, that the Board are glad to learn that Sir E. Satow will do all that he can to obtain the adoption of their proposals.

The Board have thought it right to submit the draft Regulations to several of the most important Chambers of Commerce, and they are waiting to receive their observations on the subject, which are expected shortly.

With respect to the proposal to substitute in Regulation No. 1 1903," for

"the 1st January, date when the Regulations come into force," the amendment appears on the face of it to be reasonable, but, before expressing any decided opinion, the Board would prefer to wait until the receipt of the replies from the Chambers of Commerce.

The Board of Trade see no objection to discretion being left to Sir E. Satow on the question of the arrangement and drafting of the Articles, provided that the substance is not materially affected thereby, and these observations apply to the amendments to the other Articles which have been suggested by commercial bodies and which Sir E. Satow proposes to support, but the Board will not be in a position to express any decided opinion on them until they have seen them.
